JACOBUS BOROUGH Permit Requirements
Permits and inspections are mandated by state and/or local regulations for various residential and commercial projects. These requirements ensure safety and compliance with building standards.
- Pools and Hot Tubs: In-ground and above-ground pools, as well as hot tubs designed to hold 24 inches or more of water, including temporary "blow-up" pools.
- Patios, Decks, and Porches: Both covered and uncovered structures.
- Sheds and Outbuildings: Any standalone structures such as sheds or other outbuildings.
- Garages: Both attached and detached garages.
- Driveways: Any paved driveways, whether concrete or asphalt.
- Structural Additions and Renovations: Any additions or structural renovations to existing residential structures.
- Retaining Walls: Any retaining walls that are 4 feet high or higher.

Street Opening Permit
A street opening permit is required for any work that extends into or is conducted on a borough street. A permit fee of $550.00 must be submitted along with the street opening permit application. Please note that additional fees and requirements may apply to your application.

Alarm Permits
Per JACOBUS BOROUGH's Alarm Device Ordinance #99-142, Section 402, permits are required for various alarm devices. Below are the specific requirements:
- Permit Application: Individuals seeking to use an automatic dialing device, alarm device, alarm, or outdoor audible alarm must first file a permit application with the Borough or its designated agent for police protection. They must also obtain prior written approval from the public safety agency that will be notified of and/or respond to the alarm. The Borough will provide the necessary forms for permit applications. Note that an alarm system producing both fire and burglar alarms will be considered separate systems, thus requiring two (2) permit approvals.
- Outdoor Audible Alarms: These alarms that can be falsely activated are subject to the same conditions as automatic dialing devices that result in false alarms.
- Common Alarms: The use of a common alarm system for multiple tenants or user premises which do not provide common access and entry for responding policemen or firemen is strictly prohibited.
- Unoccupied Property: The owner of an unoccupied property will be held responsible for causing or permitting false alarms.
- Purchasing Property: A person purchasing premises in the Borough where an alarm device is located must not continue to operate the alarm device without obtaining or amending the existing alarm device permit within 30 days of acquiring the property.
Upon issuance of the alarm permit, the permit information will be forwarded to the Borough's contracted police protection agency, York Area Regional Police Department.
Transient Retail Merchant License
Also Referred to As Solicitation License or Permit
Any person, firm, or corporation wishing to engage in transient retail business (or solicitation) within JACOBUS BOROUGH must first obtain a solicitation license (or permit). Here are the key requirements and procedures:
- Application and Fee: Applicants must submit an application along with the required fee. The fee amount varies depending on the desired length of the license, which can be issued for a maximum duration of 6 months.
- Exemptions: Charitable, religious, or nonprofit civic organizations are exempt from the fee requirement but must still apply for a license.
- Operating Hours: Licensed transient retailers are permitted to conduct business between the hours of 9:00 a.m. and 9:00 p.m., Monday through Saturday only.
Yard Sale Permits
Residents of JACOBUS BOROUGH are eligible for one yard sale permit per quarter at a cost of $10.00. Each permit allows for a yard sale lasting up to three consecutive days, from dawn to dusk. All placards, signs, and related materials must be removed within 24 hours after the sale concludes. The issued permit must be prominently displayed on the premises during the sale.
Free Yard Sale Days
JACOBUS BOROUGH offers Free Yard Sale Days three times per year, during which residents do not need to obtain a permit. Yard sales can be held on the following weekends:
- Memorial Day Weekend: Friday, Saturday, Sunday, and Monday
- First Weekend of July: First Friday, Saturday, and Sunday
- Labor Day Weekend: Friday, Saturday, Sunday, and Monday
For permitted yard sales, copies of JACOBUS BOROUGH's yard sale ordinance and printed signage regulations will be provided to the applicant upon issuance of the permit.
Solicitation Permits by JACOBUS BOROUGH
At present, no Transient Retail Merchant Licenses (TRML), also known as Solicitation Permits, have been issued by JACOBUS BOROUGH. If the 'updated' date listed below has passed, you can assume that no new permits have been issued since that time. This post will be updated immediately upon the issuance of a new permit.
Solicitation Guidelines
- Permissible Days and Hours: Soliciting is allowed from Monday through Saturday, between 9:00 a.m. and 9:00 p.m., prevailing time. Solicitation is not permitted on Sundays.
- Permit Requirement: All solicitors must register with the JACOBUS BOROUGH Municipal Office and obtain a permit/license. If a solicitor is unable to produce a valid "Transient Retail Merchant License" (Solicitation Permit) issued by JACOBUS BOROUGH, residents are advised to call 911. Please note that permits issued by other municipalities are not valid within JACOBUS BOROUGH.
